Product name: Pork & beans in tomato sauce
Ingredients (by law, have to be listed in ...(Updated) descending order of predominance): Beans, water(?), corn syrup(?), salt(?), tomato paste (ok), vinegar(?), pork (finally!)

Descending order of predominance means that the ingredients are listed in order of predominance by weight, that is, the ingredient that weighs the most is listed first, and the ingredient that weighs the least is listed last (see illustration for question #3).

of Quantity. The more of something is in the product, the higher in the list that something should be. So an ingredient that's the first in the product name (pork) is actually second-to-last in the ingredient list, meaning that there is more salt and vinegar in it than pork. Actually, the can was full of beans with a tiny slice of pork fat.

I checked FEDERAL FOOD, DRUG, AND COSMETIC ACT that governs labeling of the food products and some other sources, and found no mention about any specific order of listing ingridients. Also, it is hard to believe that there is less pork than vinegar, I've seen some chunks of pork in the beans. But, one of my friend's parents own a company that controls about half of Western refried beans market, so I'll double check with them.

I agree: it also sounds strange to me, but is there a law in the US on how to mention ingredients?

I heard it from someone way back. It makes sense - otherwise they will list pork first. But IANAL and don't have a link to a law, if such a law exists...
